BUILD THE LIST
The three reportable diseases — ASF, CSF, FMD — are put on the list every time. This happens whatever the signs say. Other diseases join only when the pattern matches. For each disease, count supporting, contradicting and missing signs. Order by counts alone. No probability anywhere.
CHOOSE WHAT TO ASK
Ask about the unknown, unasked sign that the most diseases still on the list declare. Not what splits them — what they share.

DECIDE WHETHER TO STOP
Send to the veterinarian only when the list is empty or the top disease has zero supporting signs. In the 8 measured Health Events, neither ever happened. The list always held the three reportables. The top disease's supporting-sign count never fell to zero. So the door never opened — 0 sends to the veterinarian in 8 rows.

DECIDE WHAT MAY BE SAID
A safety check reviews the draft answer. Then it lets the whole ranked list go out as the Farm Operator's list of possible diseases.

Name the top disease or the tie. Show that whole list. So reportables that were only meant to be checked get named out loud.

Keep the event record. No reason is stored for a question that was not asked.

It asks what most diseases share. Stop is never reached, so the door stays shut. The ranked list is named out loud to the Farm Operator.
